Dr Rajneesh Goel, IAS, Principal Secretary, Department of Higher Education, Government of Karnataka was in Mangalore on 25th and 26th April 26, 2013. On this occasion AMUCT delegation led by Dr Norbert Lobo, the President, met him in the University guest house on 26th April.

Three main issues were highlighted in the meeting.: Implementation of API for the promotion of teachers in the colleges, Creation of Professor’s Post in the Colleges as per UGC guidelines and filling Principals posts in aided as well as in government Colleges.

The discussion was initiated by Dr A.M Narahari, former president of FUCTAK and AMUCT. He pointed out that the teachers are in favour of implementing API as per UGC  guidelines in the colleges. In fact, AMUCT office bearers as well as Mangalore JD were actively involved in the preparation of API for the college teachers and the same was submitted to Commissioner’s office. However, no initiatives have been taken so far in this regard.

 

 

 

 


As per 2009 Revised UGC Implementation order of Government of Karnataka, there is a provision for the creation of Professor’s post in the colleges. But nothing is done since then. Dr Narahari pointed out that the Association is not demanding any concessions in the rules and regulation in this regard but the implementation of this order as per UGC  norms.

Throughout Karnataka, in both government as well as aided colleges Principals posts are lying vacant. The department has appointed only ‘in charge principals’ in such cases. The members of the Association explained to the Secretary that such arrangements will not give good leadership in the colleges. There must be regular appointment on the basis of merit and seniority.

AMUCT  also demanded a permanent own premises and building for Joint Director’s Office.

 

 

 

 


Dr Rajneesh Goel, positively listened to AMUCT delegation and promised that he will look into the matter immediately. He also requested the delegates to  give these things in writing and in consultation with Dr D.R. Gaonkar, the Joint Director of Mangalore Region (who was also present in the meeting),   he will work out the strategies to resolve these issues.


Dr. A.M. Narahari, Sri. Purushothama K.V, Sri. Charles Pais, Dr Ummappa Poojary, and Dr Denis Fernandes were in the AMUCT delegation. Earlier, on 25th  April AMUCT office bearers met the Secretary at Mangalore Airport and welcomed him to Mangalore with a bouquet.
